Javier Peña was born in A Coruña in 1979, although he lived in Santiago de Compostela for more than twenty years, where he moved to study journalism. He graduated from the Department of Information Science at the University of Southern California in 2001 and worked for nine years at the now-defunct Diario AS branch in Galicia.

In 2010, he joined the Ministry of Culture office of the Galician regional government. Over the next seven years, he wrote more than a thousand speeches for Galician government ministers. In 2015, while still working for the Galician regional government, he began writing Infelices, his first novel, a work about failure and the tyranny of expectations. It was published by Blackie Books in 2019. It was selected among the best novels of the year by publications such as Cadena Ser, Zenda, and La Voz de Galicia. It was followed by Agnes, his second and darkest work of fiction.

In addition to being a novelist, he is also a professor of creative writing. He has created and coordinated the City of Culture novel workshop, teaches online seminars at Casa Blackie, and recently launched the City of Culture literary residency, which includes some of the most promising young Galician writers.
