Chinese Vice Premier Zhang Guoqing and Vietnamese Prime Minister Pham Minh Chinh held talks on Thursday, June 27, in Beijing on the development of strategic cooperation in transport infrastructure. The Vietnamese leader was in China on June 24-27 to attend the 15th annual meeting of the New Champions of the World Economic Forum (WEF), which was held in Dalian at the invitation of Chinese Premier Li Qiang.

The WEF Dalian meeting saw the largest attendance in 15-year history, attracting more than 1,700 representatives from 80 countries, including representatives of international organizations, scholars, leaders of multinational corporations, and WEF-affiliated startups.

During the working visit, Premier Chinh held discussions and meetings with high-ranking Chinese officials, including Party General Secretary and President Xi Jinping, Premier Li Qiang, and Chairman of the National Committee of the Chinese People’s Political Consultative Conference Wang Huning.

The Vietnam Army Journal wrote that both sides “agreed to direct their ministries and agencies to effectively implement the agreements and understandings outlined by the two secretaries-general, promoting the comprehensive strategic partnership of cooperation and building a Vietnam-China community with a common future that has strategic significance in line with the six priorities [agreed by both sides in December 2023]”.

Vice Premier Zhang said the PRC is willing to work with Vietnam to “implement the important consensus reached by the leaders of the two parties (n.e. the Communist Party of China and the Communist Party of Vietnam)”.

China is ready to accelerate the processes of interconnection of transport infrastructure, promote bilateral economic and trade exchanges, and build a China-Vietnam community with a common future and strategic significance.

Prime Minister Pham Minh Chinh told the meeting that Vietnam is willing to promote bilateral economic ties, deepen mutually beneficial cooperation and support the development of the partnership between the two countries for the benefit of the two peoples.

Expressing Vietnam’s interest in working with Chinese firms on infrastructure projects, which include highways, high-speed, interregional and urban railways, Pham called for the transfer of expertise in management, modern technology and workforce training.

Vietnamese Foreign Minister Bui Thanh Son described the prime minister’s trip to China as a success that aligned with Vietnam’s foreign policy, as outlined in the resolution of the 13th National Party Congress and the 25th directive of the Secretariat of the Party Central Committee on strengthening and developing multilateral diplomacy by 2030.
